Lorraine was born and raised in Middletown, DE

She graduated from Louis L. Redding High School with a college prep diploma and was salutatorian of her class.  Lorraine continued on and graduated as an honor student with a Bachelor Degree in Business Ed. Comprehensive from DSU.  Lorraine later received a Master of Arts degree from MU.

Lorraine retired after 35 years of teaching high school students.  Those teaching years were truly rewarding.

Lorraine has been a volunteer at MOT Jean Birch Senior Center for 25 fantastic, rewarding and exciting years.  She is currently fundraising chair, personnel chair, and vice-president of the Board of Directors.

Lorraine has been married for 43 years and is the proud mother of two children and grandmother of three grandchildren.


Anna Price – Treasurer
Retired – DuPont

Anna has been a member of MOT Senior Center since inception and been on the board for 41 years – 35 years as treasurer.  Anna has seen the MOT Senior Center grow in membership from a small center into what it is today, which has over 1,000 members and growing.  Anna has been involved in all three locations.

“The center allows me to meet new people and participate in the events in our lovely surroundings.  Its nice to know our seniors have a nice place to meet their old friends and make new ones.”

Barbara Abrams
Liaison of the Advisory Council to the Board of directors

I have lived in Middletown for 14 years coming from Claymont Delaware.

I joined the MOT Senior Center because it was a place to meet new people and they played Mah Jong weekly. Everyone I met was so welcoming. I have been on the advisory council for quite sometime as recording secretary and now I am the council’s representative on the Board of Directors. I attend monthly meetings and am so impressed with the members and how they handle things. This has been a good experience for me.


Dominic Balascio, Esq.
President, Parkway Law

Dominic Balascio, Esquire is the owner of Parkway Law. Dominic focuses his practice in general business, commercial and residential real estate and estate planning and trusts.

A life long resident of Delaware, Dominic graduated from the University of Delaware with a B.A. in 1999. A recipient of the H. Fletcher Brown Scholarship, he earned his J.D. from Rutgers University School of Law in 2002. He is a member of the Delaware State Bar Association. He is an active participant in the Commercial Industrial Realty Council and the Middletown Chamber of Commerce.

Dominic served as Councilman for the City of New Castle from 2001 to 2003. While serving as Councilman, he assisted in the revision of the building, zoning, subdivision, housing and property maintenance codes; served as the Council Liaison for Buildings, Parks, and Recreation Departments; contributed towards the relocation and development of a brand new state of the art police station for the City of New Castle Police Department; and many other public endeavors.

Gregory Birch, PMP®
Senior Project Manager, KOMAN Government Solutions, LLC

Greg Birch is currently employed by KOMAN Government Solutions, LLC (Westborough, MA) as a Senior Project Manager. He has 29+ years in the Environmental Remediation / Construction industries traveling the United States and overseas cleaning up environmental hazards and providing solutions. Greg graduated from Middletown High School and continued his education at Delaware Technical & Community College (Business) and Temple University (Construction Management) and is certified as a Project Management Professional (PMP®) by the Project Management Institute.

A life-long resident of Middletown and the youngest child of Jean C. Birch, Greg has been involved in community service for most of his life. Most noteworthy, is his service to our youth in the Boy Scouts of America, where he is an Eagle Scout and is a member on the Executive Board of the Del-Mar-Va Council, which serves approximately 10,000 families on the Del-Mar-Va Peninsula.

Greg is honored to have been recently selected to serve on the Board of Directors for the MOT Jean C. Birch Senior Center and is excited about serving the needs of our local senior citizens in the future.

Retired Healthcare Executive

Dave spent over 40 years in Human Resource Management, primarily in the health care industry.

He is now retired and has lived in the Middletown, DE area since 2010.

He serves as chair of the MOT Senior Center Finance Committee.

He is pleased to be able to be of service to area seniors.


John Dickerson
Epsilon Financial Services

John is an experienced 30+ year’s business development executive with an extensive background in consumer financial services marketing and payment strategies. Prior to joining Epsilon, John was a Senior Vice President for Bank of America and MBNA Corp and is very humble and handsome.

John graduated from Drexel University and resides in Middletown since 1994 with his wife Renee, and children, MacKenzie and John.

Roxane Ferguson

Roxane Ferguson
Executive Director, Middletown Area Chamber of Commerce

Roxane Ferguson is the Executive Director of the Middletown Area Chamber of Commerce and has served as the Executive Director for the Southern Chester County Chamber of Commerce, Marketing Director for Diamond Technologies, Director of Sales, Membership and Marketing for the Delaware Better Business Bureau, Vice President for Wachovia Bank, Human Resources Consultant for DuPont and is a Delaware licensed real estate agent. She is a magna cum laude graduate of Wesley College with a Bachelor of Science degree in Business Administration and a summa cum laude graduate of Wilmington University with a Master of Science degree in Organizational Leadership. With 25 years of marketing, technology, and management experience to her tenure she has facilitated many changes for the organizations she has represented. The most recent project is the creation of a business incubator and collaborative workspace in Middletown DE, the first of its kind in the Tri-State area.

Roxane serves as a board member for the MOT Senior Center, as the District Public Relations Chair for Rotary International and is an adjunct professor at Longwood Gardens.  She is an active member of the Delaware Press Association and a sports enthusiast who enjoys frequent visits to the Poconos and Cape Henlopen.  Roxane resides in Middletown, Delaware with her husband Kevin, and children, Alexis and Zachery.


Kathleen Kobus
Retired Nurse (Founding Board Member)

Kathleen is a native of Middletown and founding member of the MOT Senior center. She graduated from Georgetown University with a BSN and worked at the A.I. duPont Hospital for Children as a nurse for 32 years. She was married for 49 years and her husband was a Board member before his passing.
Kathleen is glad to be able to serve the community of the Senior Center and enjoys the many activities available to its members.

Mark Reichlin
Hoober, Inc

Mark Reichlin is a junior member of the board (also the highest standing member at 6’7”). He has been a resident of Middletown since 1984. He has been the Sales Manager of Hoober, Inc. (a farm and lawn equipment retailer in Middletown) for over 32 years. Mark is married to Patti and they have two grown sons. Mark is a member of the Townsend Free Will Baptist Church and the Appoquinimink Ruritan community service club.
